This updates the Anaconda and Miniconda definitions to mirror Python and adds them to the image build as a part of #154.
Two notes:
.devcontainer/devcontainer.jsonwill be updated to useDockerfileonce a dev image exists.library-scriptsfolder are automatically updated from/script-libraryin this repo, so they can generally be assumed to work.This should also resolve #166.
