Because of some technical issues. There were some conflicts between DirectML EP and CUDA EP. We are investigating the issues. |

Description
Previously we wanted to add DirectML EP to existing onnxruntime Windows CUDA packages. After careful consideration, we will postpone the change. This PR reverts some pipeline changes previously made by @mszhanyi and @jchen351 .
Motivation and Context
