Add support for stage parameters (named Stage1 through Stage16) in addition to using the name specific in the paramters asset.

SDK version: VRCSDK3-AVATAR-2020.07.14.20.50_Public

Still contains workarounds from previous version:
Stub out new methods for remeasure/temporary pose space
Put Sitting and special layers before Action, so action can override.
