We have 'strategy and tactics' in game help, how to play in RTD, the LTT gamers manual and other sources of how to play. This commit and the one for helpdata.txt merges all into a single text.

Clean up How to Play in RTD, improve the content of the page with information from the LT Gamer's Guide from TriClad and then set the in game help page for strategy and tactics to match with a link in game help to the RTD page.
