Downgrade Lua modules for s390x

Fixes issue# 6504 by downgrading Lua modules to last known working version for s390x.

What this PR does / why we need it:

The present k8s.gcr.io/ingress-nginx/controller image is failing to deploy on s390x. The issue is related to the changes happened in Lua packages which have broken compatibility. We have to create k8s.gcr.io/ingress-nginx/nginx base image with downgraded Lua modules for s390x which is a work-around fix for the issue.

@rikatz The changes in this PR are useless until we generate new 'k8s.gcr.io/ingress-nginx/nginx' docker image and modify the Makefile to use the updated nginx image.
Could you please guide us on how this can be achieved?
