ingress/tcp: add additional error logging on failed dial

tl;dr I would have saved myself (from myself) had I realized this is where my test was failing.

What this PR does / why we need it:

Add some additional error logging on failed TCP dial. I ran into this because I completely forgot that I had set clusterIP: None in my service, and didn't have logs to tell me I was trying to connect to the IP None. Totally my fault, but could have saved some time.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)

Calling this a "bug fix", or a "feature" is a stretch.

How Has This Been Tested?

• ARCH=amd64 make build, make image, make test
• Ran this in Minikube with the same service clusterIP: None fumble, see the log that would have helped
