What this PR does / why we need it:
Module rename: sigs.k8s.io/k8s-container-image-promoter --> sigs.k8s.io/promo-tools
This will happen today in coordination with the repo rename AND branch rename to
main.We'll lock in the renames first and sweep "non-code" references in a follow-up.
PR has been opened to update test-infra job references: kubernetes/test-infra#23605
