What this PR does / why we need it:
Similar to OpenStack Cinder #5184, AWS EBS #5549, and Azure Disk #5833, this is the implementation of GCP Persistent Disk CSI driver: https://github.com/kubernetes-sigs/gcp-compute-persistent-disk-csi-driver/
This is used to provision volumes for pods when kubespray is deployed over GCP. The historic in-tree cloud provider is deprecated and the volume provisioning part is now done through the CSI driver.
This effort is made to transition from the in-tree Kubernetes cloud providers to the external cloud providers.
