What this PR does / why we need it:
Similar to OpenStack Cinder #5184 and AWS EBS #5549, this is the implementation of Azure Disk CSI driver.
This is used to provision volumes for pods when kubespray is deployed over Azure. The historic in-tree cloud provider is deprecated and the volume provisioning part is now done through the CSI driver.
This effort is made to transition from the in-tree Kubernetes cloud providers to the external cloud providers.
