What this PR does / why we need it:
Right now, the configuration for this parameter is different when etcd_deployment_type is kubeadm. What this PR does is to allow to override this configuration to cover all scenarios.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

There is a MR open for that but there are other issues with the CI (notably fedora and CentOS 7 that should be fixed in the coming days here #10108), so you will have to wait a bit more I'm afraid :(.
