[wip] feat: upgrade micronaut and improve tests #36

What this PR does / why we need it:

Upgrades to newer versions of micronaut and micronaut testing library instead of using old release candidate

in working on this it became pretty clear that the tests need improvement - doing that in #37

will come back to these upgrades once we have better tests
