Is there a reason we're not reverting https://github.com/hashicorp/vault/pull/28220/files#diff-dd2c0eb6ea5cfc6c4bd4eac30934e2d5746747af48fef6da689e85b752f39557 ? I think the answer is yes, but I wanted to draw attention to it. Otherwise, looks good :)

Redo the changes that were reverted in #28220 for the 1.17.4 release
