addresses #790 (but does not close) - moving styles from scss to jss

• Restyle Privacy Policy, About, and Terms and Conditions pages to be consistent
• Reset global headings and list styles and use the default headings (so that we can eventually move off of scss).
• We are only intentionally setting the h1 headings for the titles across pages. The h1s are a tad bit bigger than what they currently are now (27px instead of 25px) so that they are a little closer to the default h1 size (30px).
• Fix margin spacing to be 0 for some headings throughout app
