Support azure sovereign cloud

This PR updates the virtual network modules to support Azure sovereign clouds (Government, Germany, China, Azure Stack) for the following azure modules:

• VNet/Subnet module Closes [Azure] Add sovereign cloud support for virtual network and subnets #832 , [Azure] Updated VNet/Subnet module to use sovereign client factory (aztfmod) #848
• compute module Closes [Azure] Add sovereign cloud support for compute module #835 , [Azure] Resolve correct Base URI for compute module #843
• PublicIP module Closes [Azure] Fixing Azure CI workflow to pin to Terraform 15.1 #882, [Azure] Updated PublicIP address module to use sovereign client factory #852
• LoadBalancer module Closes Add terratest maven plugin and new category to docs #834 , [Azure] Updated LoadBalancer module to use sovereign client factory. #851
• NIC and NSG modules Closes Add support for sovereign environments in Azure networking modules #813 , [Azure] Update Azure NIC and NSG modules to support sovereign cloud environments #853
