With 8.0 released and a long term fix to #8166 outstanding, we do not want to publish 7.0 debs to deb.releases.teleport.dev until we've moved off reprepo.

With 8.0 released and a long term fix to #8166 outstanding, we do not want to publish 7.0 debs to deb.releases.teleport.dev until we've moved off reprepo.
Any 7.0 reprepo publish would cause users of deb.releases.teleport.dev to downgrade.
@russjones published a forward looking draft to handle this in #9236.
This logic therein always return false on 7.0 -- so we save integration and testing work by short circuiting to "don't publish 7.0 debs to deb.release.teleport.dev" -- since this patch is simple enough that it doesn't need any testing.
