Noxfile changes are the same as googleapis/python-bigquery#263.
Unit tests sessions pull dependency versions from a
constraints.txtfile. See constraints files docs. The constraints file is populated for 2.7 and 3.6 and empty for remaining versions. Versions in the constraints files are the minimum version declared in thesetup.pyfor each dependency.I also added the new 2020 pip resolver. It raised one warning on
setuptoolslower bounds as it is different from what is declared ingoogle-auth. I'm not sure why that dependency is pinned here. It may be preferable to remove it.
