fix(dwarf): Skip line program sequences at 0 #291

It would appear that rustc is emitting bad sequences for WASM we need
to skip. See comment for rationale of why we can work around this.

On second thought I'm not sure why 0 is not permissible in DWARF now. I thought it is but can't find a reference.
