Move codebase to base64.3.0.0 which is more safe (see CHANGELOG.

Summary:
Some test output was piped through sed to work around issues with some dependency conflicts in
#1056 ; as best as I can tell this is no longer required since
we no longer depend on extlib, and it's causing some issues in CI now.
