Arduino Release v2.0.12 based on ESP-IDF v4.4.5

The Arduino ESP32 version 2.0.12 is based on the ESP-IDF v4.4.5 (release notes) and is last planned bug fix release for Arduino ESP32 Core version 2.X.X.
