Vector_Editor component allowing element adding.

What exactly may be added and where should be configured by widget's FRP.

If a user moves the mouse cursor in the area side to any element, a pin-shaped (+) icon appears. Also, there should be an option of having always visible circle icon after the last element instead of mentioned pin-shaped (+).

Clicking on circle or the area between elements should put an empty _ element to the vector at the right place.

It was not started yet. I started with element re-ordering. I will add element adding very soon.

Wojciech Daniło reports a new STANDUP for yesterday (2023-04-20):

Progress: I implemented possibility to insert elements in the vector editor (between other elements, or before/after elements). I also refactored the code. The only thing left to do is to be sure it integrates well with other components, like sliders. I started testing it, but I also discovered a few bad things in the slider implementation. I will fix them and finish the integration tomorrow. It should be finished by 2023-04-22.

Next Day: Next day I will be working on the #6037 task. Finishing the implementation and creating PR.
