[Metrics UI] Round metric threshold time buckets to nearest unit #71172

Summary

Part of #65728

Metric threshold alert executor will now:

  • Round the timestamps it turns into buckets to the nearest timeUnit that it's bucketing on. e.g. a 1 minute alert that executes at 15:30:16 will now look back from 15:29:00 to 15:30:00 instead of 15:29:16 to 15:30:16
  • Log the returned timestamps from bucket key_as_strings and send these to the context.timestamp value instead of just the value of Date.now() when the alert fired.
