Kibana version: 7.6.0

Describe the bug: When viewing a Line Visualization, the time can sometimes be scaled below the minimum time interval. In this case, the line may be rendered with gaps in between.

Expected behavior: Kibana should not scale the time below the minimum interval value the user has specified.

cc @stratoula @alexwizp it seems something here in the scaling logic of intervals in date histograms causes us to go lower than the minimum the user specified. I think if the user specifies minimum interval of 15m, we should make sure we're never going below that (like in this example it went to 10m).
