There are times when kibana should be tested against a specific version of Elasticsearch, rather than the latest "master" build. To do this the test runner should accept an elasticsearch URL and not start a new instance in the case one is received.

The "skipping" portion may not be needed, as we could probably just create a new task that simply by-passes the "esvm:test" task, and this may be necessary as we may in fact require that multiple tasks be called each with a different instance of Elasticsearch (since I think we use a different instance for both the server and the integration tests).

I think this PR #9760 helps. It allows passing a Kibana and Elasticsearch URL to npm run test:ui:runner.

We can also specify options in the form of environment variables when starting the test server. Elasticsearch URL is one of the options.

@spalger do we need to keep tracking this one?
