Acceptance criteria

• User should have the option to filter per status (Enabled, Disabled, Snoozed) *** Screenshot is not uptodate, it should be renamed to Snoozed
• Ideally status filter should be exposed as a shareable component directly from the triggers_actions_ui plugin and observability plugin should consume it

@gmmorris We need to add Filter per status functionality in the new observability rule page, which is currently missing from the Stack Management > Rules and connectors page, but possibly something you would like to use as well. Could you please prioritize with your team, if this is something you could work on and expose it as a component for us to use?

I quickly drafted a PR a while ago as a starting point #128343, but I saw I need to do a few changes in your territory (for example x-pack/plugins/triggers_actions_ui/public/application/lib/rule_api/map_filters_to_kql.ts needs to be changed), that's why I temporarily paused. Please let me know if this is something your team could work on or if I should resume what I started working on. In latter case I will probably need to reach out to your team for some clarifications.
