Provide filtering in Rules view to get to muted / disabled / error rules #119102

Describe the feature

The alerts view in 8.0 and beyond shows users summary counts of rules that are snoozed, disabled, or that have errors. But the user has no easy way to then get to the specific rules that are muted or that have errors. Especially for muted rules, the user has to go look at each rule one by one to determine if it's muted.

In the new dedicated Rules view for Observability rules,

  1. Provide a way for users to filter and look at rules in any one of the states - snoozed, disabled, error
  2. Provide links for each summary count in the Alerts view that takes the user directly to the Rules view with the filters applied

Design issue

Hi @emma-raffenne , I will look to @mgiota for the authoritative answer. My thoughts are that #127015 will answer the requirements in this ticket partially. The other part will be to link the filtered views to the summary stats displayed in the Alerts view.

Please note that #127015 does not mention filtering on error. Should it be added?

@emma-raffenne Good point! I wouldn't add filtering on error on #127015, because error belongs to the Last response column filtering and #127015 is about filtering per Status. I simply updated the ticket you created #130985 with more implementation details, so error case should be covered as part of that ticket.
