This has been broken since #6311 (viewable by browsing EUI at <v60.x)

👍 LGTM! I ran through the manual QA step in light and dark mode on all four evergreen browsers. Made sure the tabs were still reachable and scrollable by keyboard too.

The majority of changes in this PR come from:

- **EuiContextMenu** being converted to Emotion
(elastic/eui#7312). If your usage of
`EuiContextMenu` was significantly affected, we recommend pulling down
this PR and QAing it locally.

- `defaultProps` being removed from some very widespread components,
particularly **EuiButton**, in anticipation of React's upcoming
deprecation.

production behavior.
