[7.4] Adjust randomization in cluster shard limit tests (#47254) #47328

Backports the following commits to 7.4:

This commit adjusts randomization for the cluster shard limit tests so
that there is often more of a gap left between the limit and the size of
the first index. This allows the same randomization to be used for all
tests, and alleviates flakiness in
`testIndexCreationOverLimitFromTemplate`.

I've updated this backport to include the fixes from #47352 and #47383, as those are just fixing tests which should have been fixed in the original #47254.
