What does this PR do?
This PR initializes the input manager for filestream in the integration tests. The recent changes in the update merging process requires one last state update before the manager shuts down. Previously, there was nothing to shut down, because the manager was not initialized.
Why is it important?
The lack of initialization caused flakiness in most filestream tests as sometimes there was not enough time for all state updates to be serialized before the input was shut down.
