Update the meter names of NetworkMetrics to match other meters in ResourceMonitoring #5541

Fixes #5537.

Changes the meter name in WindowsNetworkMetrics.cs to Microsoft.Extensions.Diagnostics.ResourceMonitoring to match the meter name in WindowsContainerSnapshotProvider.cs.

And the Linux one as well.

Related to #5403 and #5404.

I believe this change is a low-risk, because people are likely to use both Microsoft.Extensions.Diagnostics.ResourceMonitoring and ResourceMonitoring meters together if they have noticed this issue. After changing ResourceMonitoring to Microsoft.Extensions.Diagnostics.ResourceMonitoring, their metrics / dashboards should continue working.
