Adds Siege Compatibility for Starting Resources

- Adds preference "Resources_Attackers_StartingAmount" (default: 45000)
- Adds preference "Resources_Defenders_StartingAmount" (default: 20000)
- The current default values are the game's defaults but can now be adjusted to balance Siege
