If the full dart tree is checked out, not just the runtime directory, then the build of the dart VM fails on Windows without the following workaround:

run gclient runhooks from the runtime directory, and interrupt the tool after it runs "generate_projects.py runtime" - do not let it run to completion.

run ..\tools\build.py --arch=ia32.

If you run "runhooks" from the dart directory, or build.py from the dart directory, the build fails.
