e2e: add transfer with memo compatibility tests #2640

Description

I am not sure if the tests will run for version < v6.0.0 since we use the new API for NewMsgTransfer in the e2e code?

I am adding to tips of release branches here, so that we can test that transfer with memo works between v3.4.x and v2.5.x, but I am unsure if this is supported by the e2e framework, so let's give it a try and see what happens...

ah I left my below comments before seeing this. This one might be tricky as the first part of the compatibility test process is building the the release-x.y.x image. In this case some of those images won't exist. As a work around you could launch those compatibility tests for the images that don't exist manually then cancel them after the image is built.

Do we need to pull in the changes from #2615?

We can then launch a E2E compatibility workflow from this branch with all changes, right?

LGTM! I think each transfer.json should use the same array of all versions though

It might be nice if in the future we can just have test exclusions, I forget why it was difficult to list all possible tests

It's possible to list all tests explicitly, the tradeoff is ease of maintenance. This syntax isn't anything we're in control of, this is the regular github action json expansion. So we can't easily add in any sort of our own logic to filter things in a certain way.

We can explicitly list an array of items, but each item has 5 or 6 properties. I would be in favour of more smaller json files focused on a specific thing even if there is some duplication rather than the long list to maintain.

In the other actions we have the concept of a test exclusion, and that's possible because we have some code that is dynamically generating the matrix that github expects. That is also always an option, to write an additional, script which has knowledge about specifics.

in our v3.4.x I do we want to explicitly test again the tip of other release branches? I think it is fine to test only against all other released versions. The compatibility tests for those other branches should handle those cases.

LGTM, but it still seems a little off to me.

My expected behaviour, running compatibility tests for release branch X, all relevant tests for that release branch are run against every supported version (and to be released version, ie v2.5 should test against v3.4)

I guess the ordering of our releases right now are a little odd

@colin-axner do you mean you think we should run the tip of each release branch against one another e.g. release-v2.5.x against release-v3.4.x? Or do you think it is enough to run the release branch of the release in question against all already released versions?

## Description

In controller keeper's `registerInterchainAccount` we execute a `MsgChannelOpenInit` to set up an ica channel. Currently, we have [`icatypes.ModuleName`](https://github.com/cosmos/ibc-go/blob/95cec44c9fb10a2e84a327cdd98c7d588f091f42/modules/apps/27-interchain-accounts/controller/keeper/account.go#L63) as the msg signer. This is not good because the [`ValidateBasic()`](https://github.com/cosmos/ibc-go/blob/692790402a033c1d9647c1e1eded5351332283bf/modules/core/04-channel/types/msgs.go#L34) of `MsgChannelOpenInit` has check if msg signer is bech32 or not.
