MovePauseProcessToScope do not seed everytime #12610

What this PR does / why we need it:

Instead of using math/rand we can use crypto/rand which we do not have
to seed. crypto/rand uses getrandom(2)
Also instead of adding an int to the scope name we add a 4 byte hex
string.

once tests are happy
