[13_0_HeavyIons_X SIM] Backport of ZDC simulation

PR description:

Backport of ZDC simulation and modifier for heavy ion #43493, which extend modifier for heavy ion FullSim for Run3. It is the same as #43494 in 13_0_X. This PR should not affect any pp workflow.
