[13_0_X]Update HMT shower thresholds for HMT emulation in CSC

PR description:

Backport of #40829 to 13_0_X as per requested by L1 group in #40773.

Update HMT shower thresholds to values corresponding to 2022 data taking.
These thresholds will be useful for L1 emulation studies for 2023 run preparation as well as MC production that requires HMT emulation.

Thresholds were proposed in [1] and were confirmed to reduced rate later in [2].
