Mechanism to ensure compatibility of modules between processes

PR #29151 uses pset::Registry to obtain a PSet of an ESProducer of an earlier Process to check (via PSet hash) that an ESProducer in the current process is configured in the same way. We could think of more general solution to ensure compatibility of modules between processes.
