Your changes fix #17449 whereas combined with these also fixes #17443

The rest of the warnings fall into the following categories:

1. Misused doxygen tags
2. Typos
3. References to stuff that no longer exists.
4. Partial parameter documentation (disallowed by our config)
5. Parameter names that have changed

Basically anything where the formatting was bad but the intent was clear, or
where the item being talked about simply no longer exists to allow the comment
to make sense.

In the case of #4 on this list, there were places I had to dive into the code
to figure out what a parameter actually does.  I tried to be careful here, but
this is where any mistakes were most likely to have occurred.

The function `are_requirements_nearby` accesses `player::backlog::front()`, which causes UB when the `backlog` list is empty.

This is usually checked by the caller, but there is at least one way to reach this function without that check:
