Using NDMF version 1.2.2 and MA 1.8.1. And it seems there is a duplicate Apply on Play menu item in Tools/Avatar Toolkit/Apply on Play and Tools/NDM Framework/Apply on Play:

Looking at the code and seems it is just a leftover code?
