[stable-2.14] pin doc requirements #256

Fixes #60 for the stable-2.14 branch.

@samccann and @felixfontein I manually brought over requirements from the stable-2.14 branch from the previous code-smell location: ansible/ansible@dd45caa#diff-27729c1a0ac2c1d28a4f86aee3adee1f5353739e13928bab3005705cfd209974

I then generated the requirements.txt file with pip-compile to match devel and stable-2.15.
