[feature]: add support for tf25 py3 test (#255)

* add support for tf25 py3 test
* fix feature_selection tf25 compat
* skip multi worker mirror test in high versions as there are bugs in collective_ops all_reduce
* [bugfix]: modify bug of tf25. add compact layer_norm layer.
