What do these changes do?

These changes will add prebuilt wheels for python 3.9 for Windows, Mac and manylinux1

Are there changes in behavior for the user?

Installing on Python 3.9 should be easier. No other changes are expected

I guess we'll have to wait for a week and see if we can merge this when Azure starts supporting 3.9.

Done by multidict 5.0.0 release

Thanks for the PR, I've borrowed many implementation details from it while building my own version
