Update jest configuration to only ignore tests from /wordpress/ as a subdirectory

Description

Fixes #20255 by updating all the jest config files to only ignore <rootDir>/wordpress/ as opposed to just /wordpress/. This is also addressed in #20270 where it was determined wp-scripts env needed to be deprecated. This PR provides a less-obtrusive (if temporary) fix to get unit tests working while that process is taking place

How has this been tested?

• Setup the Gutenberg repository in a folder called /wordpress/
• Try running npm run test-unit, see no tests are found
• Check out this branch
• Try running npm run test-unit, see tests are found
• Repeat for npm run test-unit:native and npm run test-e2e
