Paths in the requirements.txt file get converted to absolute paths instead of relative paths. This can (temporarily?) be fixed by pinning pip to a specific version. Hopefully?

Instead of pinning pip here, I updated the pip-tools-actions repo to use v24.3 of pip, which should work with pip-tools.
