Based on toggle LDAP/ACP.
As a platform user, I want to to be able to use external LDAP.
So here are some parts which modify LDAP, but when we use external LDAP it not possible.
This is dependent on LDAP_IS_MODIFIABLE environment variable for Jenkins.
