The logic to obey the follow close command accidentally got removed. Fix it, and now NPCs who are commanded to stay close will not move more than follow_distance away from the avatar, no matter what. Also fix some bugs in the loading and saving of overrides. Also clarify the dialogue to set the follow distance so it works like all other instructions: the NPC says what they are currently doing, the avatar responds with what should be changed.
I was finding I couldn't compose a tileset, getting a somewhat cryptic error regarding 'bg'. This fixes that by 1. Allowing tilesets to compose with the 'bg' key missing 2. Printing a message if that's missing The tileset still works when this fails, even for the tiles that are causing this by missing the 'bg' key.

As they appear in the diff: 1. I couldn't track down where the error was occurring here, so I just told the tileset load to ignore it. (It was loading correctly) 2. This makes it more clear why the 'additional_tiles' member is not visited. 3. Color loaders are loaded separately from their type member being loaded (but it is required elsewhere), so just visit it. 4. In initializing the JsonObjectInputArchive, a JsonObject was created and destroyed without visiting members. Make that explicit, and tell it to ignore omitted members. 5. Support for reactor and tank _plut was removed recently, but old saves may still have them. Just visit them, it'll be resolved with a new save. 6. grab_type was only read if grab_point is valid, but it was unconditionally written. So read it, but don't always use it. 7. See #5 8. This member was written, but not read. 9. This member was written, but not read. 10. external options have an info string explaining what they do. Visit this string, even though it doesn't contain anything the game uses. I chose to visit it instead of commenting it out to avoid massive amounts of lines changed (in mods and in data/core).

* Prevents game occasionally seemingly hanging when moving to new submaps The reason for the previous problem was an infinite loop caused by: 1. `map::spawn_monsters_submap` for-loops the list of `current_submap->spawns` 2. for every spawned monster, it calls `monster::on_load` 3. `monster::on_load` calls `monster::try_reproduce`, which in turn calls `map::add_spawn` 4. So a new spawn is added, thus invalidating the iterator used in step 1 5. Undefined behavior caused by using invaliated iterators. On my compiler (gcc 13.2.0), the above problem had the following effect: * The reference `spawn_point &i` pointed to something totally different, so that in particular, `i.count` had garbage values * Instead of `i.count` being reasonable values such as `3` or `1`, the above undefined behavior made it have values such as `925969776` or `-632214304` * `i.count` is the upper bound for the inner for-loop in `map::spawn_monsters_submap`, so depending on the garbage value, it might seem like an infinite loop. This was caused by: 1. `unload_activity_actor::finish` calls `act.set_to_null()`. 2. That sets the player activity to `null` type (=no current activity) 3. `unload_activity_actor::unload` is `static`, and takes `target` as a reference. 4. `::unload` calls `Character::add_or_drop_with_msg` which leads to call chain: `liquid_handler::consume_liquid` -> `get_liquid_target` -> `choose_adjacent` -> `choose_direction` -> `temp_hide_advanced_inv` -> `advanced_inventory::temp_hide` -> `advanced_inventory::do_return_entry` 5. `advanced_inventory::do_return_entry` assigns a new `ACT_ADV_INVENTORY` activity. This invalidates the previous `unload_activity_actor` because of pt 2 above. 6. When static method `unload_activity_actor::unload` resumes after its call to `add_or_drop_with_msg`, the reference to `target` is invalid because of pt 5. This commit attempt to fix the issue with invalidated `target` reference by copying its value before invalidating the activity.

If melee_actori.is_grab is false grab.exclusive_grab and grab.respect_seatbelts were not initialized.
