Use push state to store active folder in the media view #867

Change the active URL in the browser to include FolderId when navigating the media structure. The view should both be able to start with a folder id, and get the current folder id pushed to the current url so the window can be reloaded.

As support for .NET Core 2.2 ends in December we have to push this feature to 8.1 and focus on migrating to .NET Core 3.0.
