Create js for bootstrapping TPL configuration

The script should be ran after the deployment script from #178

Then, it should perform the following actions:
Add validator to the jurisdiction
Add attribute to the jurisdiction
Add validator approval to the jurisdiction
Add Zeppelin organization to the validator
Add other organizations in the validator

As with the last script, it should then verify that everything went well, and provide information about the deployment.
