Description

Hotfix from upstream that fixes the acute problem with running migration test script in CI.

The fix is taken from: ThePalaceProject/circulation#1800

Also:

  • update Poetry version in Dockerfile.base 1.7.1 -> 1.8.1
  • add "--no-root" flags to poetry install commands
