由于winget-cli已添加对proxy的支持：
microsoft/winget-cli#4203

  • 验证本地代理软件是否运行
  • 指定本地代理软件默认本地端口
  • 强制指定v2rayN为默认代理软件
  • 指定v2rayN默认本地端口
  • 设计自动切换回非代理模式
  • 拆分为非代理脚本与代理脚本
  • 编码模式切换为UTF-8，同时保持中文输出不乱码
