Reproduction:

i have literally no clue what causes this but quick equipping literally seems to be the only thing that works, can't click and drag them onto you. you can technically still remove them by quickly clicking but you cannot put them on. previous times this has happened in the past the uniform becomes uneditable and the clothes themselves are entirely incapable of being unequipped even with clicking and dragging.
